This project is part of a proposal for conservation and preservation of heritage sites with a special reference to the Eastern and Northern Provinces 2009-2012 issued by the Ministry of Cultural Affairs and National Heritage in Sri Lanka under the auspices of the Sri Lanka – Netherlands Cultural Cooperation Programme.

The recent establishment of the UNESCO Asia Pacific Maritime Archaeological Training Centre (APMAT-C) in Galle provides the necessary impetus to establish a much needed Regional Oceanographic Institute to serve the needs of the region. The Regional Oceanographic Institute could act as the focal point to unify many oceanographic disciplines and facilities available within Sri Lanka and in the region as well as cater for international efforts to understand the ocean to optimize its utilization for the betterment of al nations in the region.

The first workshop of APMAT-C in 2006 and the second in 2008 in Galle to ‘train the trainers’ was able to bring together the resources both material and human of the Maritime Archaeology Unit, Archaeology Department, the Sri Lanka navy, Maritime Seaman’s Training Institute especially the Officer Training Centre, the National Aquatic Resources Research and Development Agency (NARA), Yamaha Service Centre and many others. The proposed Oceanographic Institute can further improve on the already established basis.
